App Developer Biddings - Procurement Opportunities

This notice solicits proposals for agile software development solutions to support digital intelligence capabilities. Interested vendors must submit a 6-page white paper by 5:00 PM EST on June 6, 2025. The white paper should demonstrate the offeror's current solution against government requirements. Submissions will undergo a screening and technical evaluation. Selected vendors will participate in a phased evaluation process, including prototype demonstrations. Successful prototypes may lead to follow-on production awards valued up to approximately $100 million.

Offerors must complete blocks 12, 17, 23, 24, and 30. The solicitation is for commercial products and services. The acquisition is unrestricted or set aside for NSWC Dahlgren, Small Business, Women-Owned, Small North American Business, WOSB, Hubzone, Service-Disabled Veteran-Owned, Economically Disadvantaged, and Veteran-Owned. Delivery is required from 01 Sep 2025 to 31 Aug 2026. Delivery locations are specified in the schedule. Delivery hours are Monday through Friday, 7:00 AM to 2:30 PM, local time. No deliveries on government holidays. Late delivery notices are required. Final invoicing instructions are provided, including marking the last invoice as final in the Wawf system. The Department of the Air Force (DAF) is seeking proposals for the privatization of transient lodging at its installations across the US, territories, and possessions. A revised draft RFP and draft lease of property are available for review. An industry forum is scheduled for May 29, 2025, in Washington, DC, to provide an overview of the COBL program, the solicitation process, and the RFP/lease documents.
