Orange County, New York is seeking a qualified vendor to provide activated merchant brand gift cards in various denominations. Bids are due by July 1, 2026, at 3:00 PM. The contract term is anticipated to be one year, with options for extension. Vendors must be established gift card fulfillment entities and provide pricing on the bid form. Delivery is expected within 5-7 days of purchase order receipt to specified county departments. No minimum processing fees or extra charges are allowed. Funds on gift cards must be FDIC insured. The county reserves the right to waive informalities, reject any or all bids, or accept any bid in whole or in part.
Gift cards must be shipped with 5-7 days of receipt of purchase order.
Payment shall be made after county acceptance of merchandise, with the submission of a detailed invoice that must reference the purchase order number, item description, quantity and bid price. The county offers Electronic Funds Transfer (EFT) via Automated Clearing House (ACH) or check.
Cards that are defective must be replaced at no charge with the previous gift card remaining balances.
Awards may be made to the responsive and responsible bidders submitting the lowest priced bids. The county reserves the right to accept other than the lowest priced offer, waive any informality, or reject any or all bids.
Bidder must be an established gift card fulfillment entity offering a portfolio of comprehensive services to ensure the success of gift card payment programs, including distribution and fulfillment. Proof of this requirement must be submitted with the bid, along with at least three references of entities for which a similar type of service was implemented.
If a vendor fails to perform or otherwise breaches the PO terms and conditions, in addition to any other rights and remedies the county may have, vendor may be listed as nonresponsible and may be ineligible for future contract awards.
All questions must be submitted by Wednesday, June 17, 2026, at 3:00 p. m. , prevailing time. Questions received after this time may not be addressed.
Failure to respond to this RFB on any official forms included in this RFB may result in disqualification of a bid as nonresponsive. Any bid form which contains modifications, e. g. , to units, omissions or erasures is illegible, conditional or unsigned may be rejected as nonresponsive.
