Gift cards must be shipped with 5-7 days of receipt of purchase order.

Payment shall be made after county acceptance of merchandise, with the submission of a detailed invoice that must reference the purchase order number, item description, quantity and bid price. The county offers Electronic Funds Transfer (EFT) via Automated Clearing House (ACH) or check.

Cards that are defective must be replaced at no charge with the previous gift card remaining balances.

Awards may be made to the responsive and responsible bidders submitting the lowest priced bids. The county reserves the right to accept other than the lowest priced offer, waive any informality, or reject any or all bids.

Bidder must be an established gift card fulfillment entity offering a portfolio of comprehensive services to ensure the success of gift card payment programs, including distribution and fulfillment. Proof of this requirement must be submitted with the bid, along with at least three references of entities for which a similar type of service was implemented.

If a vendor fails to perform or otherwise breaches the PO terms and conditions, in addition to any other rights and remedies the county may have, vendor may be listed as nonresponsible and may be ineligible for future contract awards.

All questions must be submitted by Wednesday, June 17, 2026, at 3:00 p. m. , prevailing time. Questions received after this time may not be addressed.

Failure to respond to this RFB on any official forms included in this RFB may result in disqualification of a bid as nonresponsive. Any bid form which contains modifications, e. g. , to units, omissions or erasures is illegible, conditional or unsigned may be rejected as nonresponsive.

The bid notice states that all offers must be submitted by 2:00 PM Hawaii Standard Time on May 26, 2026. The contract for providing heat applied cigarette tax stamps shall commence on June 8, 2026, and terminate on June 7, 2027, unless extended by mutual agreement.

The bid notice states that the department shall have thirty 30 calendar days after receipt of invoice or satisfactory completion of contract to make payment. The department will reject any bid submitted with a condition requiring payment within a shorter period or interest payments greater than that allowed by section ****, HRS.

The bid notice states that to be awarded a contract, the offeror will be required to be compliant with all laws governing entities doing business in the state, including chapter 237 (general excise tax law), chapter 383 (Hawaii employment security law), chapter 386 (workers compensation law), chapter 392 (temporary disability insurance), and chapter 393 (prepaid health care act). The department shall verify compliance prior to awarding the contract.

The bid notice states that if the contractor breaches its promise to deliver all printed stamps required by any order and that breach results in the loss of stamps not recovered within 30 calendar days, the contractor shall pay the department the full sum of the face value of any and all stamps lost as liquidated damages. The contractor shall also maintain an insurance policy to cover the full sum of the face value of any and all stamps lost.

The bid notice states that the awarded offeror shall submit with the contract, marked attachment no. 1, samples of each proposed stamp.
