Responses to this IFB must be received by July 31, 2026, 10:30 am Central Time.

Payment will be made in accordance with the pricing provided on Exhibit C. Invoices must describe work completed in detail and comply with the scope of work and pricing sheet.

Award will be made to the bidder who provides the best value to the state of Texas, based on meeting or exceeding requirements, ability to meet performance delivery requirements, and price.

Bidders must have relevant experience of at least five years. Personnel assigned must also have at least five years of relevant experience and be at least 18 years of age. A minimum of three verifiable references are required.

Failure to comply with sole point of contact rules, not submitting required information, or submitting exceptions to the IFB could result in disqualification.

The historical spend for the same or similar services is $150,**** for the period of one year.

Responses must be received by 7/21/26 at 9:00 AM EST.

The government will award a contract to the responsible offeror whose offer represents the best value to the government, price and other factors considered.

Offerors must be actively registered in the System for Award Management (SAM) at www. ***. *. * and provide their Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification.

The first progress and status report is due quarterly. Draft presentation material is due three days prior to each presentation. Conference or trip reports are due no later than five days after each conference or trip. System security plan updates are due fifteen days after receipt of government comments. Software product specifications are due at the completion of each ordering period and within fifteen days upon request. Commercial off-the-shelf manuals and supplemental data are due concurrent with each delivery of associated software or hardware. Test plans and inspection reports are due as required.

Offerors must be compliant with Section 848 of the NDAA for FY2020, possess a Unique Entity ID (UEI), have active SAM. gov registration, an approved CAGE code, a current NIST SP **** assessment, meet cybersecurity requirements, and disclose any OCI.
