This is a statement of work for controller
training solutions II (CTS II). The Federal Aviation Administration (FAA) requires
training and
training program support services for its air traffic control (ATC) specialists. The contractor will provide
training and related support services at various ATC facilities nationwide. The FAA retains responsibility for overall program management, including recruiting, hiring, credentialing, and on-the-job
training. The contractor must comply with applicable FAA orders, directives, and policies. Government-furnished property (GFP) will be provided for contractor use, and the contractor must establish procedures to safeguard and control it. A transition plan from the previous contract to CTS II is required within 15 days of contract award, and a transition-out plan is due 120 days prior to contract expiration. The contractor must provide program management, including a program manager (PM) and deputy program managers (DPMs) with specific responsibilities and qualifications. Monthly
training schedules will be provided by the FAA. The contractor must participate in technical or programmatic meetings as requested. A quality management plan (QMP) is required within 30 days of award. Quarterly program management reviews (PMRs) are required. The contractor must provide management and supervision of contractor personnel at government sites.
Training materials administration support is also required. Specific requirements for FAA academy and field facility
training are detailed. Certification requirements for instructors and other personnel are outlined. Curriculum development, maintenance, and revision are also part of the contract. Bi-weekly status reports on curriculum development and maintenance are required.
