Contractor support for resiliency and transition programming for military child and youth program professionals. Deliverables include in-person and virtual training, webinars, digital resources, and physical materials. The contract is a firm-fixed-price, indefinite delivery, indefinite quantity (IDIQ) type with a base period of one year and nine one-year option periods. Task orders will be issued as needed. Offers are due by 4:00 PM local time on August 17, 2026. Questions are due by 12 PM CST on July 30, 2026.
Upon receipt of a task order, the contractor shall deliver the items specified to CONUS and/or OCONUS locations within the number of days specified on the task order. Physical resource materials shall be delivered no later than 30 days after receipt of order (ARO), and digital resource materials no later than seven business days ARO.
Invoices shall be submitted on a monthly basis for monthly service and will be paid in arrears. The NAF will not make a payment for deliverables that have not been inspected and accepted by the Contracting Officers Representative.
Supplies or services furnished under this contract shall be covered by the most favorable commercial warranties the contractor gives to any customer for such supplies or services. The contractor shall provide printed terms and conditions of such warranty and comply with the Magnuson-Moss Warranty Act.
Key personnel must possess qualifications, experience, and authority necessary to oversee program delivery, coordinate with government stakeholders, and ensure compliance with applicable laws, regulations, and DOD policies. Minimum required qualifications include a Bachelor's degree, or three years' experience working in an adult or child learning environment.

Failure to safeguard any privileged information may subject the contractor and/or its personnel to criminal liability. Failure to maintain annual training may result in the revocation of access and CAC credentials.
