The Arkansas Department of Finance and Administration is seeking an annual online subscription to receive
vehicle history research
reports. Bid responses must be submitted through arbuy by June 30, 2025, at 1:30 PM Central Time. Clarification questions must be submitted by June 5, 2025, at midnight Central Time. The contract is anticipated to start in August 2025, with a possible extension for up to seven years. The contractor must meet minimum qualifications, including five years of business experience and providing similar services to at least three clients. The contractor must adhere to all applicable regulations and laws related to
vehicle history reporting and data protection. The system must reside inside the continental United States and meet security requirements. The contractor must provide user access through a secure web-based portal. The subscription must provide
vehicle history
reports with specific information, including crash information,
vehicle information, mileage, title information, and
vehicle services. The state may conduct negotiations with the lowest bidder if all bids exceed available funding or additional savings are possible. The state may inspect commodities prior to acceptance. Minority and women-owned businesses are encouraged to participate. All bids must be submitted through arbuy, the state's e-procurement system. The bid response packet, official bid price sheet, and a copy of the prospective contractor's equal opportunity policy must be submitted. The contractor must comply with Arkansas procurement law regarding boycotts, employment of illegal immigrants, and invoicing procedures. The contractor must also comply with the state's technology access policy, including accessibility for individuals with visual impairments.
