Aurora Water is seeking engineering services for the design of a replacement UV/AOP treatment system and upgrades to existing PLC systems and programming at the Binney Water Purification Facility. Proposals are due by 2:00 PM local time on July 30, 2026, electronically through BidNet. A pre-proposal conference will be held via Microsoft Teams on July 13, 2026. The procurement process is a three-phase qualifications-based procurement. Key deliverables include design reports, drawings, specifications, and cost estimates. The project aims to replace an obsolete UV system and upgrade PLCs to meet current SCADA design standards for enhanced security. The successful proposer will be responsible for design, programming, testing, and construction phase support. Subcontracting to firms on Aurora Water's approved list for PLC programming and panel building is required.

The agreement states that the city may require up to thirty (30) days to process payment after the date of receipt of invoicing. Payment of undisputed amounts will be made in accordance with the provisions of the agreement.
The proposer shall describe the warranty and maintenance support services proposed for this project to meet the requirements of the scope of work. All system support services available from the proposer's organization including geographic location, number of personnel, hours of availability, response time, and spare parts stock shall be described.
Firms will be evaluated based on their exhibited understanding and familiarity with the project issues as demonstrated by the firms unique perspective and presentation on the proposed strategies, approach, team structure, experience/expertise, and schedule.
Proposals will be considered only from firms or individuals that are firmly established in an appropriate business, who are financially responsible, and who have the resources and ability to offer services in a professional and expedient manner.
Failure to comply with requirements, such as monitoring the Rocky Mountain e-Purchasing System for addenda, may lead to reliance on incomplete information and automatic disqualification from consideration.
A pre-proposal conference is scheduled for July 13, 2026, via Microsoft Teams. Attendance is not mandatory but highly recommended.
