Responses must be received no later than 10:30 am on July 27, 2026. The anticipated contract start date is September 1, 2026.

Payment will be made in accordance with the pricing provided on exhibit C. Invoices must include the purchase order number and detail the work completed.

Awards will be made to the bidder who provides the best value to the state, considering the bidder's ability to meet requirements and specifications, meet performance delivery requirements, and price.

Bidders must submit a comprehensive response including all required information and documentation to ensure they meet all requirements, possess the required experience and qualifications, and have the capacity to provide the goods and/or services.

HHSC reserves the right to purchase late items on an emergency basis and charge any resulting increase in price to the awarded vendor.

Texas Administrative Code, Title 1, Part 15, Chapter 391, Subchapter C provides a formal protest procedure.

Failure to comply with submission instructions, including timely receipt of responses, or providing incomplete information may result in disqualification.

All deliveries must be coordinated with the fire department prior to delivery of the equipment. Deliveries made without prior authorization of the fire department will not be accepted.

Vendors must be a registered county vendor.

Late and/or incomplete proposals may not be accepted.

Products should be ordered to arrive on or about August 18, 2026.

Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices shall be submitted in arrears. The government will make payment in accordance with the prompt payment act.
