The government intends to negotiate with only one source under the authority of FAR ****.

The biodisc e consumables are proprietary components engineered specifically for use with the Smiths Detection Mail Guard pathogen detection system currently deployed by the FBI.

Use of non-OEM consumables could impair system performance, invalidate manufacturer support and maintenance, compromise detection accuracy, and create unacceptable operational and safety risks to FBI personnel and facilities.

The estimated dollar value is $81,****.

Proposals must be received by July 7, 2026, at 10:30 am CST.

BCBE aims to process payments within thirty 30 days of final invoice approval. Delays may occur due to holidays, internal reviews, or disputes. If an issue arises, the payment timeline begins once the matter is resolved.

The unit is to have a full 18-month warranty on parts, labor, and mileage against manufacturer defects.

Primary factors used to decide the award will be price, quality, availability, and responsiveness.

Vendors must be actively engaged full-time in providing the specified goods or services, have a minimum of five 5 consecutive years of experience in the relevant industry, and obtain and maintain all necessary licenses, permits, and certifications.

Failure on the part of the contractor to fulfill contractual obligations shall be considered just cause for the termination of the contract, and the contractor is not entitled to recover any costs incurred by the contractor up to the date of termination.

It is required that all bidders attend the pre-bid meeting at Baldwin County High School on June 15, 2026, at 9:00 am CST to verify dimensions and intent.

Vendors not responding and/or submitting a no-bid response to three consecutive invitations to bid for the requested commodity may be removed from the bidders list. Unsatisfactory audit findings may result in disqualification from future solicitations.

Delivery shall be F. O. B. destination to USCG Surface Forces Logistics Center, **** Hawkins Point Road, Baltimore MD ****, mark for: Receiving Room Bldg. 88.

Award will be lowest price technically acceptable.

Companies must have valid DUNS numbers and be registered with Systems for Award Management (www. ***. *. *).

Failure to meet the packing, packaging, marking and bar coding requirements will result in warehouse rejection and items will be shipped back to vendor. Standard commercial packaging is unacceptable if you cannot meet the Coast Guard's packaging requirements your quote will not be accepted.

The tshirt delivery will be **** days after placement of an order. The period of performance is from the date of the award through 30 October 2026 with an option period for FY2027, FY 2028.

Payment will be made by code. Invoices are to be submitted to the address shown in block 18a unless another address is checked.

Award will be made to the lowest price, quality acceptable, responsible vendor.

Vendors must submit three (3) references of similar requirements with their quote. Past performance references will be utilized to determine vendor responsibility.

Sample t-shirts are required before a quote is accepted. Samples must be shipped prior to the closing of the solicitation, or the offer will not be considered. A tracking number must be provided via email. The government is not obligated to pay for return shipping on sample t-shirts.

If samples are not shipped prior to the closing of the solicitation, the offer will not be considered.

All examinations for a given group must be completed within 30 calendar days from the first test date. All results and reports must be delivered within 30 calendar days of completion of testing.

Award will be made to the quoter whose quotation offers the best value to the government, considering technical capability, past performance, and price.

All examinations must be conducted by licensed healthcare providers with experience in occupational health and familiarity with NFPA **** standards. The contractor must provide a board eligible or certified occupational medicine physician.
