Vendors must be commercially licensed by the Louisiana State Licensing Board for Contractors, have at least eight years of experience in concrete work, and have performed similar services for three or more large institutional and/or commercial facilities. Failure to bid a price in every category, errors or omissions in the bid, failure to acknowledge addenda, or submitting bids after the due date and time can lead to disqualification. Failure to do so will disqualify the bid.

The City will pay the contractor the line-item amounts set forth in Exhibit A. Invoices are to be submitted monthly. The City may withhold amounts to cover liquidated damages, claims for labor or materials, failure to pay subcontractors, damage to property, uncorrected defective work, or anticipated delays.

Contractor warrants that all work performed will be free from defects in workmanship, equipment, and materials. Upon acceptance of the work, contractor will transfer the benefit of any applicable manufacturers warranty to the City. A warranty bond of 5% of the total contract price is required as a condition to final acceptance.

The City will select the lowest responsive and responsible bidder, as determined to be the best value by the City in its sole discretion.

Contractors must be qualified and have a minimum of 3 years of municipal experience in similar field of work with on-demand contracts.

The City may withhold amounts from any payment as may be necessary to cover liquidated damages.

Failure to follow instructions, failure to acknowledge receipt of addenda, submitting bids in pencil, making direct or indirect contact with City personnel involved in the IFB, or undertaking activities to promote or advertise bids other than discussions with City staff may result in disqualification.
