Payment will be made by Wide Area Workflow (WAWF) system. Contractors shall use WAWF for electronic submission of payment requests and receiving reports.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price, past performance, and other factors considered.

The apparent successful, prospective contractor must have satisfactory or neutral past performance.

Failure to submit a complete and compliant quote may result in the offeror's submission being determined unacceptable and ineligible for award.

Prompt payment discounts will not be considered in determining the low bid, but may be considered in resolving tied bids. Any notation indicating that the price is net, e. g. , net 30 days, shall be understood to mean only that no prompt payment discount is offered.

Suppliers must be authorized resellers for Thermo Scientific. Start-up services and annual maintenance must also be done by authorized service technicians.

The commissioner reserves the right to request from the bidder/contractor representative samples of the product offered at any time prior to or after award of a contract.

Failure to comply with ethics provisions may result in disqualification from the bidding process, termination of contract, and/or other civil or criminal proceedings.

The contractual delivery requirement is measured from asset return to the date of asset acceptance. Required RTAT for NSN **** is 31 days after receipt of asset, and for NSN **** is 47 days after receipt of asset. Induction expiration date is 365 days after contract award date. The contractor must obtain final inspection and acceptance by the government for all assets within the rtats established in this contract.

A warranty of supplies of a noncomplex nature is included, with a duration of 365 days after delivery of unit.

The contractor shall establish, implement, document and maintain a quality system that ensures conformance to all applicable requirements of iso **** sae **** shall maintain a calibration system that meets the requirements of ansi ncsl ****, iso **** 1 or an equivalent calibration program acceptable to the government.

If the contractor does not meet the applicable rtat requirement, consideration will be assessed and subject to negotiation.

Any repairs performed using unapproved changes to such manuals, drawings, specifications, or changes to repair source or facility are done at the contractors own risk. If the government disapproves the requested change, the contractor shall replace any delivered items repaired using such unapproved manuals, drawing, specification, repair source or repair facility change.
