This is an open call solicitation for the Tradewinds Solutions Marketplace, initiated by the Department of War (DOW) Chief Digital and Artificial Intelligence Office (CDAO) in conjunction with its marketplace manager, the Applied Research Institute (ARI). The initiative seeks AI/ML, digital, and data hardware, software, and service solutions to support research, development, experimentation, prototyping, test, procurement, and sustainment. Solutions will be assessed through competitive procedures and made available through rapid acquisition pathways. Participation is open to US-based companies (traditional and nontraditional, large and small businesses), universities, non-profit companies, and individuals. Foreign entities may participate if compliant with international law. Submissions are accepted monthly, with assessments and notifications provided within 30 days of the collection period's end. Submissions must be unclassified and non-proprietary. Key submission elements include organization name, Unique Entity ID (if available), Technology Readiness Level (TRL), relevant strategic focus area, business size, small business designations, traditional/nontraditional characterization, submission type, foreign ownership/control/influence, FedRAMP status, Authority to Operate (ATO), Impact Level, Facility Clearance (FCL), country, address, website, point of contact, video solution title, keywords, and abstract. Video submissions must be no longer than 5 minutes, in HD resolution, and contain specific content elements: defining the problem, accelerating the mission, advancing the state of the art, and business model. The marketplace also includes specific aisles for SBIR/STTR efforts and Prototype Transition efforts. All costs are the responsibility of the submitting entity. Assessment as awardable does not guarantee an award.
The Tradewinds Solutions Marketplace is continuously open for submission of solutions during the period of this open call, which runs from May 1, 2026, to May 31, 2027. Submissions are collected monthly, with the cutoff for submissions being the final day of each monthly collection period at 12:00 noon Eastern Standard Time (EST). Submissions received after this time will be considered for the subsequent monthly collection period.

Solutions are assessed by a peer panel of government, industry, and academic subject matter experts, with final decisions made by the Government Selecting Official (GSO). Solutions are rated as either awardable or non-awardable for the given assessment round based on criteria outlined in Appendix B.
All US-based companies, traditional and nontraditional, large and small businesses, universities, nonprofit companies, and individuals are welcome to participate. Foreign universities, research institutions, and entities may submit video pitches provided they are compliant with international law, including export laws.

Safeguards are in place to ensure objectivity, including prohibiting assessors from evaluating their own or related solutions and requiring ethics training and nondisclosure agreements.
