The replacement includes all new AC circuit extensions, battery backups, cabling, wiring, grounding, configuration, programming, and other necessary components. The new GV system shall be AT HOC compliant for integration with AT HOC E MNS via GFE AT HOC IIM interface equipment. The entire existing GV system equipment shall be decommissioned and removed. Warranty and training are required.

The contractor shall provide warranty services for workmanship deficiencies and installed equipment for a minimum period of one (1) year, including all break-fix support, field trips, telephone support, and shipping costs. The warranty period shall start from the date of final acceptance.
The contractor shall demonstrate full knowledge and understanding of the specifications and requirements for implementation of a basewide mass notification system by submitting a detailed and comprehensive proposal outlining their methodology, features and capabilities, and equipment required to satisfy the performance work statement. Any deviation or exception taken to these specifications and requirements must be noted and a full explanation for the alternative must be provided. The contractor must have shown proven success installing and maintaining mass notification systems. The equipment manufacturer must be **** certified. The contractor shall provide two references for similar mass notification systems at US DoD facilities or civilian equivalents and be able to demonstrate previous experience and past performance. Past performance must include the installation of at least two other DoD installations or civilian equivalents within the last ten years. Contractor shall provide factory-trained personnel to perform system design, testing, installation and training. System must be manufactured and tested in the United States of America. The equipment manufacturer and its proposed equipment, system and services must be Safety Act designated or certified, as qualified anti-terrorism technology by the US Department of Homeland Security.
The contractor shall coordinate with the base POC a minimum of ten (10) business days prior to arrival onsite. The contractor shall process a site visit access request letter to obtain access to the base. This letter shall identify the names, social security numbers, drivers license numbers and state of issue, and birth date of the personnel who will be performing work on this project.
The solicitation is for electrical gear and transformer maintenance at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, KS. Attendance at the site visit is mandatory for offer consideration. Contractors must register for the site visit by Tuesday, April 28, which includes completing an NBaf visitor application and a background check via redtailsecurity. com. Personal Protective Equipment (PPE) is required for entry to the NBaf site, including a hard hat, safety vest, gloves, safety glasses, mask, closed-toe shoes, shoe covers, and long pants.
