Payments will be a lump sum payment equal to the fixed price upon acceptable completion of the task order, or progress payments not to exceed the fixed price. Payments for other direct costs expenses will be made for actual substantiated costs not to exceed the total specified amount for expenses that are directly chargeable to and necessary for performance of the services. Markup of expenses is prohibited. Payments for time will be equivalent to the number of hours by each job classification multiplied by the applicable billing rate. Payment to the contractor shall be made only for the actual quantities of hours of work performed and accepted.
The contractor warrants that all work performed under this contract, including but not limited to installation of equipment, cabling, components, and associated labor, shall be completed in a professional and workmanlike manner consistent with industry standards for passenger rail telecommunications systems. The contractor further warrants that all materials, equipment, and components furnished shall be new, free from defects, and shall conform to all specifications, drawings, and requirements of this contract. This warranty shall remain in effect for a period of one 1 year from the date of final acceptance of completed tasks by the alaska railroad corporation arrc, unless a longer period is offered by the manufacturer or the contractor, in which case the longer period shall apply.
An award will be made to the low, responsive, responsible bidder that meets the requirements as set forth in the specifications and compliance thereof. The alaska railroad corporation reserves the right to determine that all offered materials will serve the application intended and be in the best interest of the alaska railroad. Award will be made in the aggregate. The bid award is contingent on the availability of federal transit administration and alaska railroad corporation funds.
To be considered responsive and responsible, contractors must meet the following minimum qualifications: offeror must be a licensed contractor in the state of alaska. Experience: o be a contractor who is primary engaged in electrical and telecommunications equipment installations o the bidders current business has been primarily engaged as an electrical and telecommunications equipment contractor for a minimum of 5 years o provide references for 3 electrical and telecommunication projects the company has completed over 250, 000 in the last 5 years as the prime contractor o technical competency: adhere to established qaqc processes and procedures o contractor must demonstrate knowledge of network infrastructure design, cable routing in confined or mobile environments, and best practices for cable protection, strain relief, and signal integrity.
All workers must attend an onsite preconstruction meeting prior to start of work.
It is anticipated that this project will have a total budget in the amount of 600, 000. This, however, is only an estimate the actual amount budgeted will vary based on annual project needs. This is the amount to be used for any of the bonding requirements.
