State of Delaware seeks professional services for group dental insurance administration. Proposals are due July 13, 2026. A mandatory virtual pre-proposal meeting is scheduled for June 12, 2026. The contract term is three years with two optional one-year extensions, starting July 1, 2027. Vendors must demonstrate experience, provide competitive financial terms, and possess an extensive provider network. Services include claims processing, customer service, electronic file transfer, and a member-facing web portal. Digital accessibility requirements are mandatory.
Proposals are due Monday, July 13, 2026, at 1:00 p. m. ET local time.
Payments for services will not be made in advance of work performed. The state may require holdback of contract monies until acceptable performance is demonstrated, up to 25%.
The vendor will provide a warranty that the deliverables will function as designed for a period of no less than one year from the date of system acceptance. The vendor must correct any issues at its own expense.
The contract will be awarded to the vendor whose proposal is most advantageous to the state, taking into consideration the evaluation factors. The SEBC is not obligated to award to the lowest bidder or highest scoring vendor.
Vendors must confirm a minimum of 5 consecutive years of experience providing group dental insurance services and have a strong reputation and historical experience in the group dental insurance market.
The state may include liquidated damages provisions for non-performance in the final contract. Failure to meet contract requirements may result in fees as set forth in the performance guarantees.
A mandatory pre-proposal meeting has been scheduled for Friday, June 12, 2026, at 11:00 a. m. ET local time via Microsoft Teams. Proposals will not be accepted if the interested vendor does not participate.
Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the state, in writing, at least ten 10 calendar days prior to the time set for opening of the proposals.
Proposals may be rejected if vendors fail to respond to requests for information, do not participate in the mandatory pre-proposal meeting, violate contract provisions, or have been convicted of certain offenses indicating a lack of business integrity.
