The City of Longmont NextLight division is seeking proposals for an Operations Support and Business Support Software System. The system should include a customer portal and e-commerce site, along with implementation and ongoing support services. Key functionalities include billing, customer communication, customer portal, e-commerce, integration capabilities, inventory management, marketing, networking, premise management, provisioning, reporting, scheduling, system administration, and ticketing. Proposals are due August 11, 2026. A livable wage of $26. 18/hour is required for new service contracts.
Proposals must be received electronically no later than August 11, 2026, prior to 2:00 PM MT.
50% of the contract amount will be paid upon conditional acceptance, and the remaining 50% will be paid upon final acceptance.
Proposals will be evaluated based on Functionality Questionnaire (45%), Approach to Scope (25%), Company Capabilities (15%), and Pricing (15%).
Vendors must propose a proven OSS/BSS solution that supports municipal broadband operations at scale, including comprehensive OSS/BSS functionality, ticket management, integrated e-commerce and customer self-service portal, and scalability to support at least 29,500 subscribers.
Protests must be submitted within three calendar days of learning of facts giving rise to the protest.
Deletions or incomplete responses, aberrations in form, significant exceptions to the contract, or failure to meet minimum mandatory qualifications may render a proposal nonresponsive.
