Proposals shall be submitted via email to the procurement agent no later than July 21, 2026, by 4:00 PM CDT.

The laboratory will consider standard commercial warranties provided for offered products. Proposed discount terms if other than net 30 days should be included.

Offerors must include their standard commercial warranty and/or terms of any express warranty in their proposal.

The basis for award will be Lowest Price, Technically Acceptable (LPTA), with selection of the technically acceptable proposal with the lowest evaluated price.

Offerors are required to register in the System for Award Management (SAM) and complete representations and certifications if the estimated cost is $10,000 or more.

When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers.

Questions regarding the solicitation shall be submitted by July 22, 2026, by 4:00 PM CDT.

Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

The initial contract term is from October 1, 2026, to September 30, 2027. The services requested to be provided beginning October 1, 2026, or the last signature date, whichever is later, and ending September 30, 2027.

Payment is based on accepted deliverables, with invoices submitted no more frequently than monthly and no later than 90 calendar days after completing deliverables. Acceptance by THC of deliverables specified in the contract is a condition of payment.

A one-year general warranty for the completed work is required upon final acceptance. Upon completion of the work and final acceptance by the owner, the contractor shall furnish the owner with a written one year 1year general warranty for the completed work.

The contract will be awarded to the proposal offering the best value to the state, based on project plan (30%), price proposal schedule (30%), comparable experience (30%), and staff qualifications/references (10%). THC will award a contract to a respondents whose proposal is considered to provide the best value to the state of Texas. . .

Vendors must have a minimum of five years of experience similar to the work required. Preference is given to those with relevant professional certifications. The vendor must have a minimum of five 5 years of experience similar to the type of work required by this rfp. . .

Liquidated damages are a provision of the contract. The undersigned understands that liquidated damages are a provision of this contract.

Preproposal site visits are not required for this RFP. his rpf does not require preproposal site visitinspection.

Formal protests must be submitted in writing within five working days after the bidder is notified of a forthcoming contract award. any bid protest must be in writing and received in the care of the executive director within five working days after the bidder is notified that the award of a contract is forthcoming. . .

Failure to meet minimum qualifications, submit a complete proposal, or adhere to submission instructions may result in disqualification. Failure to meet this mandatory qualification shall result in disqualification of the response. . .
