This IFB is for peer support work for clients at El Paso State Supported Living Center. Services are needed up to 20 hours per week. Bids are due July 9, 2026, 10:30 AM CT. The contract term is September 1, 2026, to August 31, 2027, with two one-year renewal options. Bidders must meet minimum education and experience requirements, including a high school diploma and specific education hours in PRSS domains. Personnel must have a clear PRSS certification with 250 work experience hours. Background checks are required for all personnel. Pricing must be firm and fixed. Award will be based on best value, not solely the lowest price. All communications must be directed to the sole point of contact.
Responses must be received by July 09, 2026, 10:30 am CT. The anticipated contract start date is the date of award.
Payment will be made in accordance with the pricing provided on Exhibit C. Invoices must include the contract or purchase order number and describe work completed. Payments are subject to satisfactory performance and receipt of services.
Award will be made to the bidder who provides the best value to the state, considering meeting requirements, ability to meet performance/delivery, and price.
Minimum education is a high school diploma or equivalent. Required education hours specific to PRSS domains: advocacy (10+), mentoring (10+), recovery support (10+), ethical responsibility (16+). Requires a fully clear PRSS certification with 250 work experience hours.
Failure to comply with requirements may result in disqualification of the response, delayed payment, nonpayment, or termination of the contract.
Submitting exceptions to the IFB, including assumptions, not complying with communication restrictions, or failing to submit required documentation may result in disqualification.
