The Washington State Housing Finance Commission (WSHFC) is seeking qualifications from nonprofit entities to provide prepurchase and default foreclosure counseling and mediation services under the Foreclosure Fairness Act. The deadline for responses is January 23, 2026, at noon, Pacific Time. The contract is tentatively scheduled to begin March 1, 2026, and end June 30, 2027. An optional prebid conference will be held on January 13, 2026. Responses must be submitted electronically. The commission will award multiple contracts. The evaluation will consider the ability to meet mandatory requirements, experience, and past performance. Debriefing requests must be received by the rfq coordinator no later than 5:00 pm, local time, in seattle, washington, on the third business day following the transmittal of the unsuccessful contractor notification. Protests must be received by the rfq coordinator no later than 5:00 pm, local time, in seattle, washington on the fifth business day following the debriefing.

Selected entities will be compensated for their services on a payperservice model or other model developed by the commission, based on a fee schedule to be established by the commission.
The following items will be used for evaluation purposes: ability to meet mandatory requirements experience providing default foreclosure counseling in washington state. experience providing mediation representation in washington state. past performance of entity, if any, in fulfilling contracts with the commission.
This procurement is open to those entities that satisfy the minimum qualifications stated herein and that are available for work in washington state.
