Proposals will be evaluated based on certification forms, proposer background, qualifications, plan of operation, and cost proposal. The county reserves the right to make the selection on the basis of best value or quality alone.

Vendors must be qualified, responsible, and capable of providing a comprehensive JMS. The county may conduct investigations to determine proposer ability and reserves the right to reject proposals if the proposer is not qualified.

A contracting party found to be in violation of federal immigration law shall be deemed in breach of the agreement and responsible for all damages. Anti-competitive practices will result in disqualification.

Inappropriate communications, providing false statements or materials, failure to respond to clarifications, and anti-competitive practices can lead to disqualification.
