The proposal will be awarded to multiple vendors based on purchase price (35 pts), vendor reputation (10 pts), quality (20 pts), meeting district needs (20 pts), past relationship (5 pts), HUB compliance (5 pts), and long-term cost (5 pts). Vendors must be qualified contractors and provide documentation of administrative expertise in subject content areas. They must also provide references and details of previous work experience with GCCISD and other entities. Goose Creek cisd is requesting proposals from qualified contractors for contracted services related products.

In case of default by the vendor, the district may cancel the contract and repurchase from another source, recovering excess costs by deduction, collection against the contract/bond, or other legal remedies. Failure to manually sign the response, failure to include required attachments like the CIQ form, W9, **** form, and Edgar certification, or submitting a proposal after the deadline can lead to disqualification. Failure to include invitation to submit proposal, proposal form if applicable, acknowledgement of certifications, conflict of interest questionnaire, and taxpayer identification w9 in response to the districts solicitation may be just cause to disqualify response.

The RFI closes on July 27, 2026, at 12:00 PM.

Organizations must have experience in evaluating secure detention facilities, residential treatment, juvenile justice, and trauma-informed care programs.

Providers shall bill no later than the 10th day of the following month in which services were rendered. Billings not received within ninety days may not be paid. Bills will be paid monthly.

The county intends to award agreements to the contractor who provides the best value for Adams County, evaluating criteria other than costs first, then considering costs against tradeoffs such as satisfaction of requirements, contractor qualifications, risk, and incentives.

Contractors must be qualified to offer services for the child and welfare block grant RFA program. They must hold a current and active unique identifier number through SAM. gov and submit proof of active registration. Applicants listed on the excluded parties list on SAM. gov will not be considered.

If the county discovers material or services were priced/invoiced incorrectly, contractors agree to promptly refund all overpayments and pay all reasonable audit expenses incurred as a result of noncompliance.

Any contact with other county personnel or county contractors outside of the purchasing division may be cause for disqualification. Falsifying certifications may lead to prosecution. Failure to provide required documents or information may result in rejection.
