Payment is based on accepted deliverables, with invoices submitted no more frequently than monthly and no later than 90 calendar days after completing deliverables. Acceptance by THC of deliverables specified in the contract is a condition of payment.

A one-year general warranty for the completed work is required upon final acceptance. Upon completion of the work and final acceptance by the owner, the contractor shall furnish the owner with a written one year 1year general warranty for the completed work.

The contract will be awarded to the proposal offering the best value to the state, based on project plan (30%), price proposal schedule (30%), comparable experience (30%), and staff qualifications/references (10%). For this market survey, interested firms are required to submit a cover letter and a capabilities statement with 3 examples of past or current projects of similar size, scope, and complexity.

Proposals will be evaluated based on experience, plan of services, references, commitment of key principals, and interviews. MWBE and workforce goals, as well as city of Rochester location preference, will also be considered.

Consultants must be experienced and qualified with documented expertise in leadership development training and team enhancement.

Failure to submit required MWBE utilization and workforce utilization reports may constitute a default, subject to potential termination for default. Failure to meet MWBE utilization and workforce staffing plans may result in disqualification from future contracts.
