The bid award will be made by the town council and their decision will be final.

The town of normal reserves the right to reject any or all bids received.

The period of performance for delivery is from July 13, 2026, to February 28, 2027, with specific delivery months ranging from July 2026 to December 2026.

Payment will be made by DFAS. Vendors can view invoice payments made by DFAS at www. ***. *. * using the My Invoice system. Payment information is maintained for 120 days from invoice payment.

Failure to comply with the contractual delivery schedule may result in termination of the order or require consideration if the government elects to extend delivery. Failure to comply or disclose a foreign national visitor may subject the contractor to penalties set forth in 18 U. S. C. A. Section ****.

Proposals must be in the actual possession of the Engineering Department on or prior to June 30, 2026, at 2 PM. Late proposals shall not be considered.

Progress payments, when requested, will be made after the county receives a detailed invoice and confirmation that the work has been performed to the specifications required for the requested payment. Payment will be in accordance with contract terms.

Factors to be considered in awarding the proposal will be price, quality, history of satisfactory performance, time required to make delivery and the availability of item offered. The contract will be awarded after evaluation of all proposals has been made.

The bidder acknowledges that he has investigated and satisfied himself as to the conditions affecting the work. Any failure by the bidder to acquaint himself with the available information will not relieve him from responsibility for estimating properly the difficulty or cost of successfully performing the work.

Proposals marked as confidential or trade secrets in their entirety may be disqualified by the county. Any service provider that designates its entire proposal as a trade secret may be disqualified.
