Water Drum Government Bids & RFPs

Bids will be accepted until 2:00 p. m. on Monday, June 22, 2026.

The city shall make payment within thirty (30) days after delivery of any purchase made under the terms of this contract, acceptance, and proper invoice of same is submitted and approved by the proper authority in each community.

Any product supplied which is found to have a quality control problem, shall be warranted by the supplier and/or manufacturer for the damages or other problems resulting from use of the product. If in the opinion of the city, items delivered are found to be imperfect or of a grade inferior to that set forth in the specification or are found to be deficient against any other standard set forth in the contract, they will be rejected and must be replaced without expense to the city.

No proposal will be accepted from or contract awarded to any person, firm or corporation that is in arrears or is in default to the city upon any debt or contract, or that is a defaulter, as surety or otherwise, upon any obligation to said city, or had failed to perform faithfully any previous contract with the city of Greenfield.

The acceptance of a bid will bind the successful bidder to execute the contract and to be responsible for liquidated damages as hereinbefore provided.

Samples of the delivered product may be taken by city during delivery. Should the results of testing on these samples indicate that the chemical does not comply with the above specifications the material will not be accepted by the city.

To receive consideration, such questions [regarding interpretation of contract documents] shall be submitted in writing at least five working days prior to the date of receipt of proposals.

Failure or neglect to execute a contract within the said period of fifteen (15) days shall constitute a breach of the agreement affected by the acceptance of the bid. The city shall then go to the next lowest bidder to execute a contract.

The bidder certifies that they are not presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from covered transactions by any federal department or agency. They also certify they have not been convicted of or had a civil judgment rendered against them for fraud or a criminal offense in connection with obtaining or performing a public contract within the last three years.

Failure to furnish a certification or an explanation regarding debarment or noncollusion will be grounds for rejection of a bid.

Bids are due by Tuesday, July 14, 2026, at 11:00 AM. Chemicals authorized for delivery will be within ten (10) consecutive calendar days of authorization.

Payment terms are net 30 days. Payment will be made to the bidder no sooner than ten (10) consecutive calendar days from the date the invoice is received by the finance department as approved by the department director. Payment discounts for early payment are preferred.

The successful bidder expressly warrants and guarantees that all items furnished pursuant to this contract are of merchantable quality and are fit for the particular purposes for which the city intends to use the items. The bidder hereby expressly agrees that the warranties contained in Connecticut General Statutes, **** 2 through ****, inclusive as amended, are applicable.

The contract will be awarded to the lowest responsible bidder, considering factors such as skill, ability, integrity, professional references, reputation, and whether awarding the bid is in the best interests of the city. The city reserves the right to award based on whatever is in the best interest of the city.

Bidders must be able to demonstrate skill, ability, and integrity to perform the work as specified. Professional references may be required. The city will also consider the bidder's reputation and information discovered during any interview process.

Failure to meet required delivery time shall constitute default and breach of contract. The owner may authorize procurement from an alternate source, and excess expenses will be deducted from monies due to the successful bidder. If no monies are due, the bidder shall pay the difference between the contract price and the cost of obtaining the item from the alternate source.

A bid may be rejected if it omits a bid on any item, contains changes or modifications, does not include unit pricing, or if unit prices are obviously unbalanced. Conditional or qualified bids will not be accepted.
