Bids must be uploaded prior to the closing date and time of August 19, 2026, at 11:00 AM local time. The city strongly recommends allowing at least one day before the closing date and time to begin the uploading process.

Payment shall be net 30 days from the date of the invoice.

All warranty obligations shall survive termination of this agreement and remain in full force and effect as originally specified in the agreement.

The city may debar prospective bidders from consideration for contracts for a period of not more than three years if they have been convicted of a criminal offense related to obtaining or performing a contract, or have committed a violation of a contract provision.

Final completion and closeout is due by December 1, 2026.

Payment for services shall be due only after the services are completed to the Town's satisfaction.

A minimum two-year warranty on installation workmanship and ancillary materials is required. OEM warranties per ChargePoint apply.

The award will be based on the responsive, responsible proposer whose proposal is most advantageous to the Town, considering technical approach, experience, schedule, price, DBE participation, compliance, safety, and QA/QC.

Proposals must include firm qualifications with relevant EV/transit DCFC experience, project team details, approach and methodology, schedule, price proposal, compliance and certifications, DBE participation plan, exceptions/clarifications, and insurance and bonding evidence.

The document details various federal requirements and potential penalties for non-compliance, including those related to debarment, suspension, and program fraud.

Attendance at an onsite walkthrough is mandatory for proposal eligibility. Proposers must contact Jim Shoun to schedule the walkthrough.

The deadline for questions is August 28, 2026.

Failure to attend the mandatory onsite walkthrough will disqualify a proposer. Non-compliance with federal requirements, DBE participation, or submission of late proposals can also lead to disqualification.
