This is a Request for Information (RFI) for software solutions to replace existing crash investigation data recovery software. Interested parties are requested to respond with information on their capabilities, potential solutions, risks, customization needs, cost estimates, and innovative strategies. The RFI seeks information on how an interested party could provide software solutions to replace the existing crash investigation data event recovery (CIDER) software with a commercial off-the-shelf product. The agency also will need to migrate all the data and files from its legacy system to the new system. The RFI is not a request for proposal (RFP) and does not commit the government to contract for any supply or service whatsoever. The government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense.

This is a combined synopsis solicitation for commercial products or commercial services. Proposals are requested via a Request for Quote (RFQ). This Performance Work Statement (PWS) outlines the requirements for converting local telecommunication services from a low-speed Time-Division Multiplexed (LSTDm) circuit to an emulated Session Initiation Protocol (SIP) trunking system. The contractor will be responsible for providing all labor, tools, facilities, materials, and services needed to perform the conversion and provide local access to designated circuit demarcation points. Specific requirements include outage procedures (scheduled and unscheduled), interconnection agreements, cutover plans, safety, health, and fire protection, and manpower reporting. The government will provide space, environmental controls, and power. Additional documents, including interconnection agreements and a detailed cutover plan, are required to be submitted with the quote. The contractor must ensure compatibility with the government's existing infrastructure and follow all relevant FCC, PUC, DOD, and industry standards.
