Sealed offers for document destruction services for Hawaii, Kauai, and Maui islands are due by 4:00 PM HST on June 29, 2026, via the Hawaii Electronic Procurement System (HIEPRO). The contract term is 12 months, with up to five 12-month extensions. Offerors must have mobile equipment and a destruction facility on the respective island, at least three years of experience, and be NAID certified. Compliance with HIPAA is required. Award will be made to the lowest responsive, responsible offeror. Site inspections are optional. Inquiries must be submitted through HIEPRO by June 19, 2026.
Offers must be received via the Hawaii Electronic Procurement System (HIEPRO) up to 4:00 p. m. Hawaii Standard Time (HST) on Monday, June 29, 2026.
The state shall have thirty 30 calendar days after receipt of invoice or satisfactory completion of contract to make payment. The state shall reject any bid submitted with a condition requiring payment within a shorter period or interest payments greater than allowed by HRS ****.
Award, if made, shall be to the responsive, responsible offeror submitting the lowest offer.
Offeror for each location shall have mobile equipment for pickup and a permanent facility for the destruction of materials on the respective island. Offeror shall have a minimum of three 3 consecutive years of experience in shredding and recycling paper products as well as materials such as floppy disk, cd or dvd storage media other than paper products in the state prior to bid opening date. Bidder shall be National Association of Information Destruction (NAID) certified.
Failure to comply with wage certificate conditions during the contract period shall result in cancellation of the contract, unless such noncompliance is corrected within a reasonable period.
Prior to submitting an offer, offerors may inspect at their own expense various locations to thoroughly familiarize themselves with existing conditions. Appointment to inspect the delivery and pickup areas may be made by contacting the CAMHDs Family Guidance Centers FGC point of contact.
A protest shall be submitted in writing within five 5 working days after the posting of the award. A protest based upon the content of the solicitation shall be submitted in writing prior to the date set for receipt of offers.
An offeror may be disqualified and his offer rejected for reasons including lack of responsibility and cooperation, being in arrears on existing contracts, lack of proper equipment and/or sufficient experience, not possessing proper license, or failure to pay bills for labor and material on former state contracts.
