The government intends to evaluate all timely quotes received from eligible vendors on a lowest price technically acceptable lpta basis. The government will award a purchase order resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation that will be most advantageous to the government, price and other factors considered.

Quotes are to be received no later than 3:00 p. m. eastern standard u. s. time on June 26, 2026.

Award will be made to the responsible contractor on the basis of the lowest evaluated price technically acceptable.

Offerors shall submit detailed technical specifications on the equipment being proposed for technical acceptability review. Items must be manufactured in the USA or a qualifying country trade agreement act TAA compliant countries.

Any items that are not made in a qualifying country, such as China, or any other restricted country will not be considered. The government will not accept late quotes. The government will not accept quotes that are partial or incomplete.

Performance must be completed within 60 days after award.

Evaluation criteria is best value, where technical expertise and experience with hazardous waste handling in Alaska are more important than price.

Offeror shall provide a technical capability section, with no more than 10 pages, that clearly describes the offeror's capability to perform the government's requirement. To be found technically acceptable, at a minimum, the offeror must demonstrate: a. Knowledge and experience of management profiling, shipment preparation, transportation, final treatment, disposal, and or recycling of hazardous waste within the state of Alaska, including working in remote areas of the state. b. Evidence of a valid Environmental Protection Agency (EPA) license(s) to manage hazardous materials.

Bids are due by 11:00 a. m. local time on July 28, 2026.

Payments will be made via electronic funds transfer (EFT) after award and execution of the contract. Vendors must register in the county's vendor self-service system. Specific payment terms are described in Section 8, General Conditions.

The successful bidder must assume full responsibility for providing warranty service on all goods, materials, or equipment provided to the county with warranty coverage.

Award will be made to the highest percentage submitted by the most responsive and responsible bidder.

Bidders will be evaluated on their ability, capacity, skill, character, integrity, reputation, judgment, experience, efficiency, quality of performance on previous contracts, technical experience, adequate personnel and equipment, and suitable financial means.

In case of default by the successful bidder, Fulton County may procure the articles or services from another source and hold the successful bidder responsible for any resultant excess cost.

There will not be a scheduled site visit for this project. However, bidders are encouraged to visit the project site on their own.

Protests must be submitted in writing to the purchasing agent. Protests arising from factual or legal basis known prior to bid submission must be submitted within three business days of bid submission. Protests arising from factual or legal basis known after bid submission must be submitted within ten business days after the protestor knew or should have known of such basis, but in no event more than ten business days after contract award.

Disqualification may occur due to submission of more than one bid for the same work, evidence of collusion, previous participation in collusive bidding, submission of an unbalanced bid, or lack of competency.
