This notice solicits repair of specific analog voice products and software. Engineering source approval is required for the item, and only previously approved sources are solicited. The government intends to solicit on a sole source basis for the repair of specific supplies. All responsible sources may submit a capability statement, proposal, or quotation. The solicitation will be posted to NECO with an approximate issue date of September 15, 2025, and an approximate response closing date of October 13, 2025. Electronic procedures will be used for this solicitation. The anticipated award date is December 19, 2025.

The contract requires the repair, testing, and inspection of specific items (analog voice products hardware and perpetual license software). The contractor is responsible for all necessary facilities, labor, materials, parts, and test/tooling equipment. The use of **** wire is prohibited, and SAE **** series wire must be used instead. The contractor must comply with ISO **** and SAE **** quality standards and maintain a calibration system meeting ANSI/NCSL ****, ISO ****, or an equivalent program. The contractor must provide a proper enclosed warehouse environment for storage. The government will not provide any equipment such as fixtures, jigs, dies, patterns, mylars, special tooling, special test equipment, or any other manufacturing aid required for the repair, manufacture, and/or testing of the subject items. The contractor must obtain written concurrence from DCMA for all units determined to be beyond economical repair (BER) or over and above repair (OAR). The contractor must specify the name of the source division performing the work and the actual location where work will be performed. The contractor must prepare and maintain repair procedures and test/inspection information procedures, which will be made available to the government for review and approval. The procedures shall include sequential diagrams of processes, as well as the performance specifications to perform the testing/inspection procedures. Those processes shall be frozen after approval of the inspection/test.

This RFQ seeks repair of specific items, with a required turnaround time of 121 days. Government source inspection (GSI) is required. The resultant award will be issued bilaterally, requiring the contractor's written acceptance. The contractor must meet the required repair turnaround time (RTAT) or face price reductions. An option quantity may be added to the resultant contract. The government intends to add an option quantity to the resultant contract. Any asset for which the contractor does not meet the required RTAT will incur a price reduction per unit per month the contractor is late. The contractor must obtain final inspection and acceptance by the government for all assets within the RTATs established in this contract. The contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the action date entered in CAV must be dated to reflect the actual date of physical receipt. All freight is FOB origin. Offerors must be authorized distributors of the original manufacturer's item.
