Sealed bids will be received up to 4:30 p. m. HST on July 3, 2026, or as received through addenda if applicable.

Awards, if made, shall be issued to no more than one responsive and responsible bidder whose proposal is determined to be technically acceptable and offers the best overall value to the procurement.

Bidder must be compliant with all laws governing entities doing business in the state, including general excise tax law, Hawaii employment security law, workers compensation law, temporary disability insurance, prepaid health care act, and must provide a certificate of good standing.

If a contractor consistently needs to substitute or refuse to substitute products, the procurement officer reserves the right to terminate the contract and/or initiate suspension and debarment procedures.

Any protest shall be submitted in writing within five 5 working days after the aggrieved person knows or should have known of the facts giving rise thereto, provided that a protest based upon the content of the solicitation shall be submitted in writing prior to the date set for receipt of bids.

Failure to provide valid compliance certificates on a timely basis for award of a contract may result in a bidder not receiving the award. Failure to provide and keep in force required insurance shall constitute a material default under the contract.

The entire movable compact shelving installation is warranted against defects in materials for five (5) years and workmanship for a period of one (1) year from the date of acceptance by the owner. Manufacturer must be ISO **** certified. Installer must be a manufacturer's authorized representative with a minimum of 2 years of experience installing comparable systems and a guaranteed 24-hour service response time. Engage an experienced manufacturer who is iso **** certified for the design, production, installation and service of carriage mounted highdensity mobile storage units and support rails. Engage an experienced installer who is a manufacturers authorized representative for the specified products for installing carriages and anchoring shelving units to carriages. Minimum qualifications: 2years experience installing systems of comparable size and complexity to specified project requirements. Guaranteed 24hour service response time.

Proposals are due no later than 12pm MST on July 27, 2026.

The authority shall pay the contractor within thirty (30) days after receipt of a properly submitted invoice and any reasonably requested supporting documentation.

Proposals will be evaluated based on the offer most advantageous to the authority, considering relevant experience and qualifications (25%), quality and clarity of proposed approach (25%), demonstrated success in similar projects (25%), cost and value (15%), and references (10%).

Proposers must demonstrate expertise in the development of comprehensive branded assets, knowledge of advertising and visual communications strategies for print, digital, and environmental media, and experience with transit agencies and/or related organizations.

Proposers are strictly prohibited from contacting any members of the Authority Board or any Authority Board personnel on any matter having to do with any aspect of this RFP during the procurement, other than with written consent from the procurement contact. All communications must be made through the procurement contact.

Submissions shall be received no later than 16:30 EDT 06/29/26.

Award shall be made to the responsible and authorized offeror whose offer conforming to the solicitation will be most advantageous to the government. For this requirement, price is the determinant factor.

The respondent must be verifiable as an SB in SAM and on the SBA Small Business Administration DSBS website.

Quotes that fail to furnish required representations and certifications, information requested in 1 to 9 and accept the terms and conditions of the solicitation may be excluded from consideration.
