The Department of Land and Natural Resources (DLNR), Division of Aquatic Resources (DAR) is seeking bids for the construction, delivery, and installation of a living indigenous macroalgae unit facility at the Anuenue Fisheries Research Center (AFRC) on Oahu. The facility must be delivered and installed by September 30, 2026. Proposals are due January 16, 2026, at 2:00 PM HST, through the state's electronic procurement system, HiePRO. A site inspection is scheduled for January 7, 2026. The contractor must be a licensed general contractor in the State of Hawaii and compliant with Hawaii Compliance Express (HCE) at the time of the award. The initial contract period is approximately seven months, with a possible extension. The contractor must provide performance and payment bonds.
The structure is to be delivered and installed by September 30, 2026, FOB to Division of Aquatic Resources, AFRC as specified herein.
Payment shall be made upon submission of signed invoices as requested and upon review and acceptance by the state. At the time of invoicing, applicant shall be compli compliance express. if not compliant, payments shall not be issued.
At the time of the award, offeror shall be compliant with the state rules and regulations through Hawaii Compliance Express (HCE), if not compliant, award shall not be issued.
The offeror must meet the minimum requirements to be considered responsive. Failure to meet these minimum requirements will cause the offeror to be rejected from further evaluation.
The offeror is highly recommended to attend the preoffer conference site inspection and shall be familiar with the job site, existing conditions and the conditions under which it must be performed.
