The contract must be completed within two hundred seventy 270 calendar days following the issuance of the notice to proceed.

Payment terms are net 30 unless otherwise specified. Favorable term discounts may be offered and will be considered in determining low bids if they are deemed advantageous to the city.

Contractor shall guarantee all specified work performed for a period of thirty 30 days from the date of written acceptance of the work by the owners designated representative that all materials, labor, and workmanship provided under this contract are free from defects of any kind.

This project will be bid on a unit sum basis for all specified work and will be awarded to the responsive and responsible bidder submitting the lowest total base bid.

The following criteria are used in determining low responsible bidder: a the ability, capacity and skill of bidder to perform required service. b Whether bidder can perform service promptly or within specified time. c The character, integrity, reputation, judgment, experience and efficiency of bidder. d The performance of previous contracts. e The suitability of equipment or material for city use. f The ability of bidder to provide future maintenance and parts service.

Should the contractor fail to complete the work within the time stipulated in the contract or within such extra time that may be allowed, charges shall be assessed against any money due or that may become due the contractor in accordance with the rate of two hundred fifty 250 per calendar day.

Prospective bidders are responsible for examining the location of the proposed work or delivery and determining, in their own way, the difficulties, which are likely to be encountered in the execution of same. A pre-bid conference will be held on June 16, 2026, at 10:00 a. m. at 222 Pine Avenue, Suite 260, Albany, Georgia **** interested bidders are strongly encouraged to attend.

When requested, samples will be furnished free of expense, properly marked for identification and accompanied by list where there is more than one sample. The city reserves the right to mutilate or destroy any samples submitted whenever it may be in the best interests of the city to do so for the purpose of testing.

Any complaint from bidders relative to the invitation to bid or any attached specifications should be made prior to the time of opening of bids, otherwise such complaint cannot be properly considered.

Failure to submit any required information or document will be cause for bid to be rejected as nonresponsive. Failure of the bidder to sign the bid document or have the signature of any authorized representative or agent on the bid in the space provided will be cause for rejection of the bid. Failure to enclose bid bond, where required, will result in rejection of the bid.

Proposals are due by July 20, 2026, at 11:00 am.

Payment will be made on a monthly basis for unit price work performed.

The award will be made to the candidate that agrees to meet the needs of the city, considering qualifications and cost.

Submittals will be evaluated on qualifications, including equipment, certifications, team qualifications, and project manager qualifications.

A virtual pre-submittal conference is scheduled for June 23, 2026, at 2:00 pm. Attendance is strongly recommended.

The document clearly states there is no requirement for sample submission.

Submissions that do not conform to the requirements may be removed from consideration at the sole discretion of the City of Durham.

Payments to contractor/vendor may be offset by any delinquent amounts due to the City or fees and/or charges owed to the City.

Award will be made to the lowest, most responsive and responsible bidder meeting all the requirements outlined herein.

Bidder must be licensed as a MOT/TTC maintenance of traffic/traffic control coordination provider in the state of Florida and have confined space certification. Contractor must possess 5 years experience in providing stormwater tv, cleaning lining services.

Nonmandatory prebid meeting: refer to the listing for the prebid meeting date, time, and location.

Vendor must be current and remain current in all obligations due to the city during the performance of services under the agreement.

Responses must be received no later than 2:00 p. m. on Thursday, June 25, 2026.

The county payment terms are net 30 days unless a cash discount is allowed for payment within not less than twenty 20 days. The payment term shall begin on the date the merchandise is inspected, delivered and accepted by the county and the correct invoice is received by accounts payable.

The county shall award to the overall lowest responsive and responsible bidder complying with the provisions of the eQuote. The following criteria may be considered: ability to perform, conformance to specification, quality of performance, financial ability, item pricing, vendor references.

Vendors must be qualified and provide proof that their product is safe to run in Vactor Manufacturing and US Jetting high-pressure sewer cleaning machines. Bidders shall quote prices valid for twelve 12 months.

Samples of items when required, must be furnished free of expense to the county and upon request, be returned to the vendor at the vendors expense. Samples of selected items may be retained for comparison purposes.

Protests arising from factual or legal basis that the protestor knew or should have known prior to the submission of the bid/proposal must be submitted within three business days of the submission of the bid/proposal. Protests arising from factual or legal basis that the protestor knew or should have known subsequent to the date the bid/proposal was submitted must be submitted within ten business days after the protestor knew or should have known of such bases, but in no event shall any protest be submitted more than ten business days after the award of the contract.

Violation of the instruction not to have contact with county officers, elected officials or county employees regarding this bid prior to award of purchase order will result in your bid being found nonresponsive. Submission of more than one bid as the primary bidder for the same work may be grounds for disqualification.
