This is a sources sought notice for information only, not a request for proposals or contract award. The U. S. Army Corps of Engineers is planning to solicit and award a firm-fixed-price contract for the design and construction of a Precision Guided Munitions (PGM) facility at Nellis AFB, NV. The project scope includes a 14,700 sq ft facility with an option for an additional 1,550 sq ft maintenance bay, supporting munitions assembly, disassembly, inspection, testing, and repair. The facility will be constructed with reinforced concrete, structural steel, CMU, and a standing seam metal roof, and will include overhead bridge cranes, a comprehensive security system, and all necessary supporting utilities and site improvements. Construction must comply with DoD Unified Facilities Criteria (UFC) and Air Force Manuals (AFMAN) for explosives safety, and incorporate antiterrorism force protection requirements. Special construction requirements include secure work areas in accordance with ICD 705. The government is seeking to identify qualified sources with experience in similar magnitude and complexity projects, specifically new construction (not repair or renovation) on military installations. Interested sources must submit a capability statement demonstrating their ability to perform the work, including details on business size, bonding capability, past project experience (no more than three projects within the last six years, with at least one vertical construction project exceeding $20,000,000 on a military installation), and the percentage of self-performed vs. subcontracted work. The total contract performance period is anticipated to be 730 calendar days. The estimated construction price range is between $25,000,000 and $50,000,000.
