The City of Del Mar is seeking Statements of Qualifications and Proposals (SOQ/Proposals) from qualified professional consulting firms to provide environmental and planning consulting services for proposed amendments to the Community Plan, General Plan, Zoning Code, Local Coastal Program, and a rezone of properties in the North Bluff planning area. The agreement is intended for three years with an option for a two-year extension. Proposals are due by August 21, 2026, 4:30 PM PST. Inquiries must be submitted via email by July 31, 2026, 4:30 PM PST.
Proposals are due on or before Friday, August 21, 2026, no later than 4:30 p. m. PST.
Consultant shall bill the city for work provided and shall present a written request for such payment monthly. City shall pay all invoices in arrears.
Proposals and firm selection will be evaluated based on experience and history, character/integrity/reputation, quality of performance on previous contracts, experience meeting governmental needs, ability/capacity/skills/financial resources, completeness of response, and cost of services.
Firms must demonstrate experience preparing policies and development standards for multi-dwelling unit development, land use policy, zoning code documents for local coastal program implementation, and policies/plans/regulations for vacant properties or sensitive blufftop contexts.
If a respondent makes a material misstatement or misrepresentation, they may be terminated from the RFQ process or the contract may be terminated.
If, in the course of the RFQ process or in the administration of a resulting contract, the city determines that a respondent has made a material misstatement or misrepresentation or that materially inaccurate information has been provided, the respondent may be terminated from the RFQ process or the contract may be immediately terminated.
