This is a request for quotations for
concrete supply and delivery for the McCoy Flats Campground Phase 1 project in Emery County, Utah. The project requires 90 cubic yards of
concrete (base bid) and up to 16 cubic yards (optional). Deliveries must be made between August 21, 2025, or 7 days after the notice to proceed, and May 22, 2026. Quotes must be submitted electronically by August 20, 2025, by 3:00 PM Mountain Time. Questions must be submitted by August 13, 2025, by 3:00 PM Mountain Time. The contract is a firm fixed-price, single award contract. The evaluation will use a lowest price, technically acceptable method (LPTA). The acquisition is a total small business set-aside under NAICS ****, with a size standard of 500 employees. The offerors quote must demonstrate compliance with the technical requirements specified in the statement of need, including delivery requirements (8-20 cubic yards per load to various campsites within one mile of coordinates ****, ****, Monday through Thursday, 7:00 AM to 3:00 PM), compliance with delivery time limits (90 minutes from cement introduction to discharge, or 45 minutes if
concrete temperature is 85F or higher), and submission of a letter certifying that the
concrete mix design meets the specified compressive strength. The government will assess whether the offerors proposed
concrete mix and delivery plan fully meet these specifications. The bidder shall include any additional costs beyond the
concrete price in the quote, i. e. environmental fees, hourly fees, fuel surcharge, etc. The contractor may invoice monthly. Copies of batch tickets shall be provided representing the quantity delivered and payment requested. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). Offerors must be registered in the System for Award Management (SAM). The government anticipates awarding a firm fixed price supplies contract to a registered/certified small business concern.
