The purchase order period of performance is from date of award to 1/31/2026.

The contractor shall submit payment requested in electronic form via VA's electronic invoice presentment and payment system. Invoices shall be submitted in arrears and shall include at a minimum: date of invoice, contract number/purchase order number, vendor name, invoice number and CLIN dates of service.

Proposed warranty information must be included for equipment and workmanship, with a minimum of one year preferred.

Award will be made to the responsible quoter whose quote conforms to the solicitation and is determined to be technically acceptable, based on technical capability, past performance, and price.

The vendor must demonstrate experience in installation/replacement of industrial or institutional boilers and burners, provide proof of being an approved certified installer of Webster burners for a minimum of ten years, and personnel must have appropriate licenses or certifications. Welders qualifications must comply with ASME BPVC Section IX, AWS Z49. 1, and AWS B2. 1/B2. 1M.

Offers that do not include pricing for all CLINs will be considered incomplete and removed from any further consideration. Any errors in pricing calculations may result in rejection of the offer or require correction at no additional cost to the government.
