The Military Surface Deployment and Distribution Command (SDDC) is seeking proposals for rail car tracking devices, installation, and data services for approximately 1,700 DOD-owned rail cars in the contiguous US. The deadline for submission is August 11, 2025, at 4 PM CDT. The notice includes several amendments incorporating questions and answers.

This RFI seeks information from industry on their capabilities to provide multimodal transportation and shipping services to remote and disaster-impacted regions, specifically for American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands. The RFI requests information on experience with disaster response, timely delivery of critical resources, container availability, contingency plans for adverse weather, asset tracking, cross-docking, warehousing, and storage capabilities. The Internal Revenue Service (IRS) intends to negotiate a sole-source acquisition with Kpler Inc. for web-based subscription services providing comprehensive commodity data, including energy trade, shipping, and storage information. The services are required for 12 months from the award date. Responses to this special notice of intent to sole source are due no later than 12:00 PM EST on June 27, 2025. Responses must include company information, product details, and evidence of capability to fulfill the requirements. The government will not seek additional information if sufficient evidence is not provided.

Offerors shall submit questions and proposals in accordance with the request for quote and all other terms and conditions. The solicitation incorporates by reference FAR ****, ****, FAR **** and 52. 2125. The contract is a firm fixed price (FFP). The period of performance is one year base period, with four one-year option periods. All deliverables shall be subject to inspection by the contracting officer representative (COR) to ensure compliance with the requirements. Acceptance shall be documented in writing by the COR. The government will provide comments or acceptance of each deliverable within ten (10) business days of receipt. Rejected deliverables must be revised and resubmitted within ten (10) business days. If the contractor fails to correct deliverables within 60 calendar days, the government may impose a proportionate reduction in contract value. The service shall be web-accessible and cloud-hosted. No onsite support is required. Invoices must be fully itemized, align with contract line item numbers (CLINs), and supported by approved deliverables. Failure to submit through both VCSS and CO will result in invoice rejection. Contractor employees shall not be supervised by the government or act as government representatives. Any commercial software or services subject to licensing or clickwrap agreements must be pre-approved by the CO and must not conflict with GSA M 5****. The contractor shall not issue any public statements or press releases about this procurement without prior written approval from the contracting officer.

Offerors must complete a form with business information, including legal name, address, DUNS number, SAM registration, business size, facility clearance level, and contact information. Joint venture partners must also be listed. Responses are due by **** CST on August 1, 2025. Offerors must be registered in SAM. The government reserves the right to perform site visits or virtual assessments. All questions must be submitted electronically via a provided template. Proprietary information must be clearly marked. No classified documents are allowed. The anticipated award date is September 1, 2025.
