The City of Burlington is seeking proposals for repairs to the College Street and Westlake parking garages. The scope of work includes concrete spall repair, crack repair, joint sealing, and waterproofing membrane. Bids are due July 16, 2026, and will be submitted electronically via QuestCDN. The estimated project schedule is to issue the notice to proceed by August 4, 2026, and construction completion by October 30, 2026. The engineers estimate for the work is between $300,000 and $500,000. A non-mandatory prebid conference will be held on July 7, 2026, at the College Street garage.

The City seeks to make payment within thirty days of receipt of an invoice and any backup documentation. Five percent of the total contract amount due shall be withheld as retainage until final acceptance of the work and receipt of final lien releases.
The city will award the project to the lowest price responsible and responsive bidder deemed qualified for the identified scope of work.
To be selected, a proposer must meet minimum legal qualifications to perform the work. Proposers must also provide proof of signature authority, a list of subcontractors, a proposed schedule, references, a description of the proposer, resumes for project leaders, EMR, prequalification application (if applicable), certificate of insurance, evidence of Vermont business registration, and evidence of required professional licenses.
If the work is not completed by the specified date, the city may assess liquidated damages up to $500 per day. Failure to submit a bid guarantee will result in rejection of the bid. Failure to enter the contract if awarded will result in forfeiture of bid security.
A non-mandatory prebid conference will be held at 1:00 p. m. local time on Tuesday, July 7, 2026, at the project site, level 4 of the College Street garage.
The city reserves the right to reject any proposal that is nonresponsive, does not provide complete and adequate information, or is not timely. Failure to submit a bid guarantee will result in rejection.
The engineers estimate for the work is between $300,000 and $500,000.
