The due date for proposals is April 29, 2026, by 5:00 PM.

The City shall, within 45 days of receiving a monthly itemized statement, review and pay all non-disputed and approved charges thereon.

The contract will be awarded on the basis of the evaluation criteria set forth in the RFP, which include ability, capacity, skills, meeting time requirements, character, integrity, reputation, previous experience, financial resources, and reasonableness of cost.

Respondents must demonstrate the qualifications, competence, and capacity to perform the work or provide the services described in the RFP, including the qualifications of the respondent and the particular staff to be assigned to this project.

A pre-proposal meeting will not be held for this project.

Protests based on the content of the RFP shall be submitted to the City no later than ten (10) calendar days prior to the scheduled proposal submittal deadline.

The bid due date is April 28, 2026, prior to 2:00 PM local time, unless changed via addendum. The completion time for all work on this contract must be within 1,095 calendar days.

The department intends to award multiple contracts as a result of this request for proposals RFP. The department reserves the right to reject any or all bids in whole or in part, to make multiple awards, partial awards, award by types, item by item, or lump sum total, whichever may be most advantageous to the state of Delaware, pursuant to 29 ****.

Bidders must be registered with DelDOT in order to submit a bid. Bidders with performance rating scores equal to or greater than 85 shall be permitted to bid. Bidders with scores of less than 85 who comply with the retainage requirements of 29 **** shall be permitted to bid provided the agreement to accept retainage located on the certification page is executed and submitted with the bid.

If the successful bidder fails to comply with the craft training requirements, the contractor must pay the amount of the payment required under paragraph e to the apprenticeship and training fund, and an amount that does not exceed 10 percent of that payment. Any contractor or subcontractor who fails to provide required craft training under 29 **** may be subject to suspension or debarment.

There is no pre-bid meeting mentioned for this project.

The bid due date is April 30, 2026, at 10:00 AM CST. Bids submitted after this time will be deemed invalid and returned unopened.
