The closing date for solicitation response submission is August 7, 2026, at 12:00 p. m. CST.

Proposals will be evaluated based on past performance and experience (35%), qualifications and experience of proposed staff (25%), quality of the proposal (25%), and business organization, references, litigation, and responsiveness (15%).

Qualified firms must demonstrate financial resources, compliance with performance schedules, a record of past performance, ability to provide necessary personnel and management capability, and be licensed by the Texas Board of Professional Engineers and Land Surveyors.

Failure to comply with prohibited communication requirements may result in disqualification. Proposals that take exception to mandatory items or do not include all required information may also be rejected.

The performance period for design is 144 days, and for construction is 150 days, starting from the initial authorization to commence construction after Design Part I approval.

The membrane manufacturer must be a type 1 full member of the Membrane Structures Association of Japan (MSAJ) and processed in a factory certified with the advanced grade for membrane structure processing plants by MSAJ.

An organized pre-solicitation site visit is scheduled for August 3, 2026, at **** hours JST at the Misawa Air Base Visitor Control Center. Attendees must register by July 30, 2026.

The rough order of magnitude for each project is: Site 1: $1,000,000 to $5,000,000; Site 2: $3,000,000 to $7,000,000.

The procurement method used will be 1 step best value trade off. Eligible offerors will be required to provide a technical and price proposal for consideration of award. Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent no less than three business days prior to the opening of the bids. Challenges filed after that time shall be considered void and having no impact on the contracting unit or the award of contract.

Failure to submit required items with the proposal is a mandatory cause for rejection. Any bid document received after the deadline established by the department of purchasing will not be accepted, regardless of the method of delivery.
