The Ohio Department of Transportation (ODOT) is soliciting proposals for a 2-year contract, potentially extendable by one-year increments, to maintain nonintrusive
traffic data collection sites. The contract involves providing services for Wavetronix smart
sensor HD systems and classification video
sensor attachments. Vendors must have five years of experience in analyzing, assessing, and troubleshooting
traffic stations, and be able to operate Wavetronix HD controllers, connect new stations, collect calibration data, and be familiar with modem operations. The primary field technician must have a minimum of two years of experience in
traffic field data collection, and the project manager must have a minimum of five years of experience. Two state DOT references are required prior to task order issuance. ODOT will interview vendor staff to assess their knowledge. Task orders will be issued to initiate work, specifying the location and work to be completed. Only accepted and approved work is eligible for invoicing, paid monthly. All data collected is owned by ODOT and cannot be used for other purposes. Vendors must adhere to ODOT safety regulations and policies. Vendors are responsible for obtaining necessary permits. Vendors must provide contact information for their project manager and onsite personnel. Vendors are responsible for training their technicians. Bid responses must be submitted electronically in OhioBuys before the deadline. A second round of bidding may be required. The contract requires the vendor to collect, submit, and manage
traffic count data daily, using ODOT's MS2 system. Calibration of sites is crucial, including video verification and data comparison. ODOT will conduct field inspections. Routine maintenance, including alignment, calibration, and adjustments, is the vendor's responsibility. A full annual calibration is required. A mini field calibration is required every two months. Sites must be kept free of vegetation. Vendors must report any station downgrades, damages, or repairs. Site clocks must not be off by more than five minutes. Data collection and transmittal fees are included in the monthly costs. Payment is based on the number of full days of acceptable data provided. Payment will not be made for stations with 14 or fewer days of data, or for partial days of data less than 23. 5 hours. Payment will not be made until calibration is approved and data is available in the MS2 system. Additional information may be required during the bid evaluation process.
