This RFP seeks to establish a price list for firefighter duty, dress uniforms, and accessories for the Airports Division, Hawaii Districts Aircraft Rescue Firefighting (ARFF) unit. The contractor must have an established retail outlet on Oahu. Services shall not exceed $80,000 and one calendar year. Minimum specifications require uniforms to match existing ones used by the Honolulu Fire Department. The contractor is responsible for ensuring uniforms match in type, color, design, quality, and performance, and must replace non-conforming items within 5 days at their expense. Fittings and alterations are part of the service, with the contractor responsible for initial judgment errors. Samples of embroidery and patches must be submitted for approval prior to award. All garments must meet or exceed NFPA and ASTM requirements. A one-year manufacturer's guarantee is required for workmanship defects, excluding color shifting or fading. The contract term is one calendar year.
All authorized purchases will be scheduled and arranged for pickup by ARFF personnel once payment is made in full.
The airport will make payments with an approved purchase order (PO) or by P-card. Any remaining portion thereof shall be the responsibility of the ARFF personnel.
Manufacturer shall guarantee that all garments shall be free from workmanship defects resulting from normal wear within one year of purchase for garments laundered per manufacturer's instructions. Apparel color shifting or fading shall be excluded. The contractor shall have a warranty for silk screening for not less than one year, covering fading, peeling, cracking, and running of the silk screen ink.
The contractor shall have an established retail outlet or place of business with a facility or facilities on the island of Oahu.
If uniforms do not match in type, color, design, quality, or performance, the contractor shall be responsible to replace all uniforms provided, used or new, at the contractor's own expense with five days of notification.
Prior to the award, the apparent low offeror shall submit exact samples of the embroidery work and exact samples of each of the patches to be utilized for final acceptance by ARFF. This must be completed prior to approval of the contract award, and within seven calendar days of the request, at no additional cost to the airport.
Failure to provide samples of embroidery and patches to the level of quality and workmanship expected by ARFF may be cause for the low offeror to be rejected from award consideration.
The services shall not exceed budgeted amount $80,000.
