Sealed bid proposals are requested for ditching and culvert replacement on specified roads in Freeman and Madrid townships, Franklin County, Maine. Sealed bids are requested for city cemetery mowing services. Bids must be received by 2:00 PM on May 20, 2025, at the Historic Train Depot. The bid must include one original and one copy. A bid bond of **** is required, along with evidence of insurance. The contract period is for one year, renewable for up to two additional years. All bidders must be primarily engaged in the lawn care business and have been actively engaged for at least two years. Bidders must supply three references. The successful bidder will be required to indemnify and hold the city harmless from any liability arising out of the contract. The city is exempt from all federal, sales, and use taxes. The bid response must be in ink or typed with the original signature included. The attached specifications describe the type and quality of equipment, supply, and/or service the city is seeking to purchase. Bidders must indicate compliance or list exceptions to each specification item. Failure to comply could result in bid rejection. The city reserves the right to modify the invitation to bid. An electronic version of the document is available on the city's website. Compliance with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act is required. The contractor shall submit an invoice for all items provided during the preceding month to the City of Decatur Parks and Recreation Department. Payment will be made only after performance of service, approval of the project manager, and upon receipt of a proper invoice. The city may terminate the contract, in whole or in part, whenever the city determines that such termination is in the best interest of the city. The city reserves the right to terminate any contract resulting from this bid for just and reasonable cause. The contractor will be paid for work satisfactorily performed prior to termination, less any costs incurred by the city in reprocuring and completing the work. This contract may be cancelled by either party upon 30 days written notice. The successful bidder will be required to purchase and maintain comprehensive general liability insurance with a limit of $1,000,000. 00. The bidder shall provide the city with a certificate of insurance evidencing the coverage required above. Bidders must provide certificates of insurance before commencing work. The successful bidder must possess all applicable licenses as required by local, state, and federal laws. The contractual obligation of the city under this contract is contingent upon the availability of appropriated funds. Trash must be collected and removed from the lawn areas. Normal working hours are Monday through Friday, 6:30 AM to 5:00 PM, except on city observed holidays. Each visit must be completed within a three-day period. The number of visits is approximate, and the city reserves the right to increase or decrease this number. Prior arrangement must be requested and approved for any exceptions to the above normal working hours. Approved services performed outside of normal working hours without prior approval will not be paid for.
