This acquisition is unrestricted or set aside: 100% for: Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business.

A site visit will be held on Friday, June 26, 2026, at North Las Vegas VA Medical Center, **** North Pecos Road, North Las Vegas, NV at **** AM PST.

Late submissions shall be treated in accordance with solicitation provision on FAR **** f.

The project completion time is eight months from the date of the awarded contract.

Payment will be made upon delivery, installation, and acceptance by the government VA POC.

A minimum 5-year warranty against defects in material and workmanship is required. The warranty starts on the date of acceptance of the products/services by the government VA POC.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, lowest price technically acceptable.

Offerors must demonstrate past performance with 5 similar projects in the last eight years, including four in other VA or military hospitals. They must also detail their management approach, experience with large projects in healthcare environments, project team experience, and knowledge of wayfinding veteran design precepts.

Three site visits are required: post-award for plan verification and fabrication approvals, mid-project for a walkthrough, and a final walkthrough and punch list.

Vendors shall submit physical samples of specific sign types (Type B, Type C. 44s, Type WF. PD) prior to the bid due date and time.

The response deadline for bids is July 7, 2026, at 3:00 PM PT.

Bidders must be qualified and have the ability to provide a business license with the bid submittal.

Failure to maintain insurance coverage may result in withheld payment, service stoppage, breach declaration, contract suspension, or termination, and assessment of liquidated damages.

Bidders represent that they have inspected the project site and are satisfied as to its condition if applicable.

Bids must be received prior to 2:00 p. m. on Wednesday, July 8, 2026.

Invoices will be processed for payment when approved by the appropriate divisions project manager or designee. The county's payment of an invoice shall not constitute evidence of the county's acceptance of the bidder's performance.

The bidder shall honor the manufacturers warranty that the reflective sheeting will remain effective for its intended use and meet the stated minimum for coefficient of retroreflective values. Warranty should include ten 10 year minimum all nonfluorescent sheeting and seven 7 year minimum on fluorescent sheeting.

Award will be made based on overall low bid, meeting qualifications and specifications.

Vendor must have been in business under the same FEIN number for the past two 2 years. Vendors must possess a Polk County local business tax receipt. Vendor must provide three 3 references from clients in which the bidder has performed similar size and scope services.

Goods not delivered as per delivery date in bid and purchase order may result in bidder being found in default, in which event any and all reprocurement costs may be charged against the defaulting vendor.

Samples of items, when called for, must be furnished free of expense and may, upon request, be returned at the bidders expense. Each individual sample must be labeled with bidders name, manufacturers brand name and number, bid number and item reference.

Any bidder desiring to file a bid protest, with respect to a recommended award of any bid, shall do so by filing a written protest. The written protest must be in the possession of the procurement division within three 3 working days of the notice of recommended award mailing date.

Failure to follow instructions could result in bid disqualification. Failure to upload the completed bid sheet will result in the bid submittal being deemed nonresponsive. Any bidder violates or is a party to a violation of the code of ethics of Polk County or the State of Florida, with respect to this bid, such bidder may be disqualified.
