This is a public tender notice from the Federal Aviation Administration (FAA) for the purchase, installation, and support of a King Air 360 Extended Range (ER) Full Flight Simulator (FFS). The simulator will be located at the Mike Monroney Aeronautical Center in Oklahoma City, OK. The FAA intends to award a single contract using a Lowest Price Technically Acceptable (LPTA) evaluation method. Offerors must be registered in the System for Award Management (SAM) and meet specific technical, past performance, and pricing requirements outlined in the solicitation. Key submission requirements include a completed SIR document, Schedule B Price List, Organizational Experience Questionnaire (OEQ), simulator design, and a technical and management approach. A mandatory site visit is scheduled for March 19, 2026, and offerors are encouraged to attend. The solicitation closing date has been extended to April 22, 2026. Payment terms are Net30, and the contractor is responsible for providing a standard commercial warranty.
The delivery of the installation phase is not to exceed 24 months. The anticipated delivery of the post-installation support phase is immediately upon inspection and acceptance of installation through the last day of the final exercised option period.
Payment terms for all contract line items (CLINs) are Net30. For CLIN **** (Program Management Fee), the contractor may invoice in arrears on a monthly basis for services rendered, with each invoice reflecting an amount calculated to provide equal payments over a 24-month period. If installation is completed ahead of schedule, the contractor may invoice the remaining total amount as a lump sum. Conversely, if installation is late, no upward adjustment to the total price will be made.
The contractor's standard commercial warranty shall be deemed to be a part of this contract unless otherwise specified. If the contractor does not have a standard warranty, the warranty provisions of UCC Article 2 shall apply.
The FAA intends to award a single contract to the lowest price technically acceptable offeror otherwise eligible for award.
Offerors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract. Offerors must also be determined to be responsible and responsive to the instructions in Section L of the solicitation.
The contract does not explicitly detail specific penalties for delays or non-performance, but standard contract clauses regarding default, termination for convenience, and excusable delays would apply.
An optional site visit will be conducted on March 19, 2026, at 8:00 am Central Time at the Mike Monroney Aeronautical Center. Attendees must RSVP by March 16, 2026, and proceed to the MMAC Visitor Center for escort. Advance notice of attendance is required at least 5 business days in advance.
Protests must be filed with the Office of Dispute Resolution for Acquisition (ODRA) within the times set forth in the solicitation, generally prior to bid opening or proposal receipt for solicitation improprieties, or within seven (7) business days after the protester knew or should have known of the grounds for the protest for other issues.
