Vendors must be engaged in supplying products or services, have an established satisfactory record of performance for at least two years, and have sufficient finances and structure to execute contract requirements. If a vendor withdraws an offer within 90 days of the deadline, the city may suspend the vendor and not accept any offer from them for a six-month period. Failure to complete work during the term of the agreement shall be deemed a breach.
