This solicitation is for the procurement of ibuprofen tablets for the Department of Veterans Affairs (VA) for the base year and four one-year options. Offerors must submit a price for all line items and option years. The offer must include a 0. 5 cost recovery fee. Offerors must list an 11-digit NDC number for each drug. A letter of commitment from the manufacturer is required if the offeror is not the manufacturer. Proposals must be submitted in Microsoft Word or PDF format via email by a specific deadline. The contract will be effective on the date the contracting officer signs the **** and notifies the offeror. The implementation period is the timeframe beginning on the contract effective date and ending at the start of the ordering period. The ordering period begins at the expiration of the implementation period. The contract will be in effect for the duration of the implementation period plus one year ordering period with four one-year pre-priced option ordering periods. The contractor will receive payments from the PPV program instead of directly from the government. The contractor shall report all contract sales under this contract and submit collected cost recovery fees quarterly. The government reserves the right to inspect records pertaining to sales under the contract. The FDA is the government agency responsible for providing and enforcing pharmaceutical CGMP standards. Only offers from companies with acceptable CGMP status will be considered. If a facility is found to have unacceptable CGMP status, the contractor must inform the contracting officer within 15 calendar days. The contractor shall use only FDA-inspected manufacturing facilities for the duration of the contract. The successful offeror's label with its unique NDC shall be the only label on the product. All bottles of 400 tablets or less must have a safety cap. All pharmaceutical products must include bar code labeling at the unit-of-use package level. The Drug Supply Chain Security Act (DSCSA) requirements apply. Offerors must provide a separate and distinct 11-digit NDC number unique to the offeror. If a drug recall is initiated, the contractor shall immediately forward the recall notification to the assigned contracting officer and other parties.
