The State of Illinois Department of Corrections is seeking bids for portable toilet services at the Jacksonville Correctional Center for a 5-year period. Bids must be submitted by September 30, 2025, at 12:00 PM. The contract includes specifications for the portable toilets, weekly waste disposal, cleaning, and replenishment of supplies. Additional units may be added or removed as requested. Vendors must have appropriate licensures and certifications. The state is not obligated to award a contract. Invoices are to be submitted separately by fund to the Jacksonville Correctional Center business office on a monthly basis. The chief engineer and the voucher clerk in the business office must reconcile and approve all invoices before processing payment. The vendor must maintain books and records relating to the performance of the contract for a period of three years from the later of the date of final payment or completion of the contract. If federal funds are used, the retention period is five years. The state may conduct criminal and driver history background checks of vendors and subcontractors. The vendor shall act as an independent contractor and not an agent or employee of the state. The vendor shall not employ any person employed by the state during the term of this contract. The vendor shall comply with all applicable federal, state, and local laws, rules, ordinances, regulations, orders, federal circulars and all license and permit requirements in the performance of this contract. The vendor shall obtain at its own expense, all licenses and permissions necessary for the performance of this contract. The vendor shall indemnify and hold harmless the state of Illinois, its agencies, officers, employees, agents and volunteers from any and all costs, demands, expenses, losses, claims, damages, liabilities, settlements and judgments. The vendor shall, at all times during the term of this contract and any renewals or extensions, maintain and provide a certificate of insurance naming the state as an additionally insured for all required bonds and insurance. The vendor shall provide general commercial liability insurance, auto liability, and workers compensation insurance. The vendor shall not bill for any taxes unless accompanied by proof that the state is subject to the tax. The vendor shall invoice at the completion of the contract unless invoicing is tied in this contract to milestones, deliverables, or other invoicing requirements agreed to in the contract. The vendor shall immediately notify the state of any event that may have a material impact on the vendor's ability to perform this contract. The vendor shall meet to discuss performance or provide contract performance updates to help ensure proper performance of this contract.

The project involves demolishing and replacing existing toilet facilities with new vault toilets. A site visit is scheduled for October 14, 2025, at 11:00 AM, at the Pecos Las Vegas Ranger Station. The tender is for the lease or rental of portable restroom trailers, including toiletries, for the Norfolk Naval Shipyard. The contractor is responsible for providing and maintaining the trailers, including restocking supplies, cleaning, and addressing any issues. Security clearance is required for the delivery, maintenance, and servicing crew. The contractor must provide a monthly report and daily sign-off sheets. The trailers must meet all specifications and pass a mandatory inspection. The contractor must also comply with all governing codes and standards. The government may relocate the trailers in case of hazardous weather. A Defense Biometric Identification System (DBIDS) credential is required for all contractors, vendors, and suppliers seeking base access after a certain date. A parts list and technical instructional manual must be provided to the listed points of contact upon award. The government reserves the right to make a single award. All exceptions must be clearly noted in the quote. Invoices are submitted via Wide Area Workflow (WAWF). The government will provide a 110V power source. The contractor is responsible for all supplies, equipment, personnel, and services required for the work. The trailer must be ADA compliant and have a minimum of three toilets and one hand washing station. Twice-weekly cleaning is required between 7:30 AM and 3:00 PM, excluding federal holidays. There are three one-month option periods for performance. Base access and vehicle passes are required. Safety regulations and compliance with OSHA requirements are paramount. All contractor personnel must be able to read, write, speak, and understand English. Contractor employees shall not engage in any political activity within the government workplace. The contractor must not employ persons for work on this contract if such employee is considered to be a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Contractor personnel must present a neat appearance and be easily recognized as contractor employees by displaying their SWFPAC issued badge above the waistline at all times. The contractor is subject to all OPSEC requirements per SWFPAC instruction 3070. The contractor will be subject to local ATFP policies and procedures to include emergency evacuation local policy and procedures.
