The application packet must be submitted in OregonBuys no later than 3:00 PM Pacific on the opening date and time, December 31, 2035. Current TTW providers must submit an application no later than Monday, June 15, 2026, to avoid a possible gap in service.

Applications will be reviewed by a committee based on their ability to meet or exceed the RFA requirements. There is no scoring or ranking; ODHS will initiate contract negotiations with all applicants deemed to meet the requirements.

Applicants must demonstrate they are currently providing long-term supports to shared clients, or attest they are a contractor with Oregon Developmental Disabilities Services ( ODDS) or an Individual Placement Support (IPS) program providing long-term supports, or verify and describe benefits counseling provided to shared clients.

Questions or requests for clarification must be received by 3:00 PM PDT, 30 calendar days prior to the application due date.

An application may be rejected if it is nonresponsive, fails to substantially comply with RFA procedures, the applicant has delinquent debt to the state, fails to meet responsibility requirements, or makes inappropriate contact with state representatives.

Proposals will be evaluated based on experience and qualifications, the proposer's plan to complete the project, and proposed cost.
