This is a presolicitation notice for a firm-fixed-price construction contract to replace HVAC systems at the Apollo District of Canaveral National Seashore. The solicitation, including specifications and drawings, will be posted around the week of May 27th, 2026, and will remain posted for 30 days. The project is a 100% small business set-aside. Offerors must be registered in SAM. gov and have an active vendor record. A site visit will be scheduled and is highly encouraged. The estimated magnitude of the project is between $100,000 and $250,000. Payment bonds will be required. The contract is expected to be awarded in late July or early August 2026. Federal construction wage rates for Volusia County, Florida will apply.

The government intends to award 1 one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous and provide the best value to the government in regards price and other factors considered.
All interested offerors must have an active vendor record in sam. gov, be a small business under the identified NAICS code **** Commercial and Institutional Building Construction size standard: 45. 0m and not have any active exclusion such as a delinquent federal debt or debarment. Contractors must be registered in the sam. gov system for award management to qualify for and receive federal contract awards. All prospective contractors are required to submit or upload their organizations representation and certifications on sam. gov prior to submitting their offer.
Only one 1 site visit will be scheduled for this requirement. A date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.
